
The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defence, chaired today a meeting of the Council of Ministers devoted to draft laws concerning general mobilization, the lowering of the retirement age for teachers in the education sector, the prevention of drug and psychotropic substance abuse, as well as presentations notably on the organization of the Intra-African Trade Fair (IATF).
After the Prime Minister presented the Government’s activities over the past two weeks and following interventions by the ministers on the draft laws and presentations, the President of the Republic issued the following instructions, directives, and guidelines:
Regarding the draft law on general mobilization:
The Council of Ministers approved a draft law on general mobilization, aimed at defining the provisions related to the organization, preparation, and implementation of general mobilization, as stipulated in Article 99 of the Constitution.
Regarding the national multidimensional strategy to combat drugs and psychotropic substances:
The President of the Republic instructed the Government to use penitentiary establishments specialized in major drug-related crimes.
Regarding the draft law on retirement (lowering the retirement age for teachers in the education sector):
The Council of Ministers approved a reduction of three (3) years in the retirement age for teachers in the education sector, in accordance with the President’s commitment to teachers of the three cycles (primary, middle, and secondary) and in recognition of their efforts in preparing and training the generations of tomorrow.
Regarding an additional presentation in the agriculture sector:

On the proposal of the Minister of Agriculture, Rural Development, and Fisheries, the Council of Ministers approved a unified national price set at forty thousand Algerian dinars (40,000 DA) for imported Eid sheep.

The President affirmed that the new statistical data from the Ministry of Agriculture represents a first step towards putting the sector on the right track and promoting various branches as well as expanding irrigated areas.

The significant growth recorded in the cultivation of olive trees, date palms, and fruit trees is a positive indicator for the revival of this sector.

He instructed the Minister of Agriculture to closely monitor Saharan agriculture in terms of actual production levels on the ground.
Organization of the Intra-African Trade Fair (IATF):

This fair is of particular importance for promoting intra-African trade. The President of the Republic ordered that all necessary facilities be put in place to ensure the participation of African partners in this economic event that Algeria is preparing to host, as well as all measures and provisions that could contribute to its success for the benefit of both the national and African economies.

He also ordered close coordination and combined efforts between the Ministry of Foreign Trade and Export Promotion, the Ministry of Domestic Trade and Regulation of the National Market, and the Ministry of Foreign Affairs, the National Community Abroad, and African Affairs, to ensure the full success of the Intra-African Trade Fair, given Algeria’s experience and its leading role at both African and international levels.
General guidelines:
The President of the Republic instructed the Government to establish and activate the following bodies within one month, in accordance with the following guidelines:

The One-stop investment office : Its work is primarily linked to the exclusive act of investing, independent of centralized or decentralized administrative management. Its creation aims to facilitate investment and remove difficulties and obstacles hindering investors, particularly bureaucratic ones. It is legally empowered to initiate and monitor all operations related to investment.

Two national bodies respectively responsible for import and export: Their creation aims to achieve efficiency in management according to the new vision and mechanisms. The President of the Republic affirmed that the institutional nature of the body responsible for imports, with the participation of several sectors, enables it, through proactive action based on accurate information, to precisely define import needs. It also allows for rapid intervention and the most effective and appropriate decision-making in a flexible manner. It is placed under the authority of the Prime Minister.

The President ordered the Minister of Foreign Trade and Export Promotion to present new proposals to organize import and export operations, which the State encourages according to a comprehensive and integrated long-term vision, rather than a circumstantial one.
At the end of the meeting, the Council of Ministers approved decrees relating to appointments and terminations of duties in senior state positions.
