
The Prime Minister, Nadir Larbaoui, chaired a government meeting on Wednesday dedicated to monitoring the implementation of the instructions issued by the President of the Republic, Mr. Abdelmadjid Tebboune, during the last Council of Ministers, as well as reviewing draft laws related to several sectors, according to a statement from the Prime Minister’s office.
“The Prime Minister, Mr. Nadir Larbaoui, chaired this Wednesday, April 23, 2025, a government meeting focused on monitoring the implementation of the instructions of the President of the Republic, issued during the Council of Ministers held on April 20, 2025, concerning the activation of the single window for investment and the strengthening of its prerogatives.”
According to the same source, “this was reflected in the review of a draft executive decree amending and supplementing Executive Decree No. 15-19 of January 15, 2015, which defines the procedures for establishing and issuing urban planning contracts, in order to simplify procedures related to these contracts for the benefit of investors and to expand the competencies of the single window for major projects and foreign investments, as well as decentralized single windows under the Algerian Investment Promotion Agency.”
Furthermore, the statement noted, “the government began reviewing a preliminary draft law updating the National Territorial Planning Scheme for 2030, an essential tool to guide, direct, and coordinate sectoral efforts to realize the strategic vision of the President of the Republic in terms of comprehensive development, territorial sustainability, and improved governance.”
Additionally, the government examined a preliminary draft law amending Law No. 88-08 of January 26, 1988, concerning veterinary activities and the protection of animal health, aimed at introducing deterrent measures to protect national livestock and preserve public financial resources.
Moreover, as part of monitoring the implementation of the National Digitization Plan, the government reviewed a progress report on the digitization of services under the Ministry of Finance, particularly in the areas of national domains, taxes, and customs.
On another note, the government finalized the review of a preliminary draft law amending and supplementing Law No. 03-02 of February 17, 2003, establishing general rules for the use and tourism exploitation of beaches. “This project aims to improve this legal framework to ensure better beach exploitation, guarantee free access, and provide quality services to vacationers,” the statement specified.
Finally, the government heard a presentation on the efforts made to combat the violence recently observed in certain stadiums, emphasizing, according to the same source, “the need for all concerned parties to act responsibly, reject hate speech in sports media, and ensure that competitions between teams reflect sports values and ethics, embodying healthy and civilized competition, far from any form of fanaticism.”
